First, I've been watching this issue for many years - there are lots of reported pulley failures at 45k+. I replace every 45K based on that.
As to lubing the bearing, I don't know that that fixes the issue. When the pulley goes, the plastic often disintegrates... the bearing remains. It's possible that it's a heat issue with the bearing lube, or that it freezes and the plastic goes due to that, but there's no empirical study or evidence of the pulley at failure time.
With that in mind, and noting that it's $35 part, I replace at 45K. It's just not worth the risk of a failure on the road for my lifestyle.
