I have a 2000 9-3 and in December the same thing happened. The temp gauge would either stay at the bottom of the range or only go up part way...not to the half way point it always used to be when at operating temperature.
After a few days of this, I started getting a CEL code that indicated the thermostat was malfunctioning. When it goes, it tends to stick open first, which is better than it getting stuck closed...which could result in overheating. Went to the dealer and had them check it. They confirmed the problem and replaced the thermostat and the temp control sensor. The parts cost was not bad, but the labor cost was fairly steep. If you are handy with repairs, it would cost less to get the parts from eeuroparts.com and replace them yourself. You would need to drain the coolant system and refill too.
