low temp gauge reading

Hi all... jack's thread below got me thinking about low temp gauge readings.... here's the deal:
I moved from FL to MD this summer, and as the outdoor temps have gotten lower, so has the temp gauge needle. In FL the gauge pretty much lived at the 9 o'clock position, and when I got to MD it was the same. As the outdoor temps have dropped over the months (a strange phenomenon indeed for a FL boy :) from the 90s to the 80s to the 70s all the way down to the 20s, so too has the temp gauge dropped from 9 o'clock to 8 to 7, and now with this cold spell, it barely moves at all. If I am in a traffic jam or a long red light, it will move up and eventually go to 9 o'clock in about 5-7 min, but once I start driving it goes back down, nowadays to barely above the initial blue marking on the cars temp gauge.
This is cause for concern, yes? Most of the time, the car is operating at a very low temperature. Since the needle will move up to 9 o'clock, I presume the temp gauge is working properly. The thermostat was changed in June 2008 shortly before I moved when I had the 90,000 mile service performed by a Saab Master Mechanic who has serviced the car the entire 70,000 miles I have owned the car.
What, if anything, is wrong?
