You should be able to see movement if another person from the inside pulls the lever. Sounds like the hook on the car is not moving. Hopefully the cable isn't broken. It may be as simple as the mechanism gunked up. If you have spray solvents, give it a good squirt. I use Liquid Wrench. If you use anything that does not have lubricant, you'll want to use that after it dries up and starts moving.
