Assuming the indy knew that the pump does NOT initially run continuously (I believe it actually waits for the ecu to actually see the signal from the crank sensor) and he tested the pump by actually applying voltage to the pump to bypass the relay (versus just cranking the engine to see if the pump pumps), then it probably is the pump. They DO go intermittent prior to failure, it's just that a lot of people have experienced sudden failure.
If your indy just tried cranking the engine to see if the pump pumps, then it still may be the crank sensor because if the crank sensor is out, the pump wouldn't have run anyway. If you do a search, you'll see posts by Anders about how the pump doesn't run when you initially crank the engine.
