Like Ron said, the low oil pressure is definitely a DIY repair, most likely sludge on the pickup and bottom of the oil pan. Whoever decided it was a good idea to put a catalytic converter directly under an aluminum oil pan should not have anything to do with cars...and GM wonders why it's failing. However, if the car has been driven for two years with low oil pressure I would pass myself, unless I was getting the car for <$650. Granted, the engine isn't making any noise right now, but there's a good chance there has been damage done to either the engine or the turbocharger.
I bought my car from a buddy who suffered the same problem. I helped him fix it soon after the problem arose, so I'm not worried about the engine. However, a little while after the oil issue was fixed, the turbocharger seized because of oil starvation; the supply line was choked with sludge. If you do buy the car, fix it right away, and make sure to remove the turbocharger's oil supply line and get it cleaned or replaced. I tried cleaning mine with diesel fuel, but ultimately replaced it when I replaced the turbocharger.
