It isn't the headlight setting that needs to be modified, it is the fog light setting. Best options, have a willing Saab specialist using a Tech II reprogram the fog lights to Option 1 and while you're at it, the headlights to Option 1 at the same time.
Fog lights on Option 1 allows them to be used in the middle setting and also with the high beams.
Headlights on Option 1 turns them off in the middle setting leaving only the small 9 watt on in this position. The middle setting with the 9 watt bulb gives you what are called city lights. These are use in Europe and Asia at night in cities with lots of street lights where headlights just aren't necessary except for blinding pedestrians.
I have done this on both my Saabs (2000 9-5 Aero sedan and 2003 9-3 SE convertible). I leave the DRL fuse in and have city lights for my DRLs with the switch in the off position.
