Honestly pretty much every place in the continental US is going to hit above 60F every day in the spring and summer; even year round in some cases.
I've got the oil pressure gauge and I've seen the numbers of various oil viscosity in various ambient temperatures. The reason you (or anybody) should change the oils viscosity based on ambient temperatures is that the hotter it gets the less effective the tiny oil cooler we have becomes.
Stepping up to a higher viscosity will ensure it holds up against shearing as the oil cannot be cooled as effectively. If its 60 F outside then you will obviously have a better cooling capacity then you do at 90 F outside.
My recommendation is to run a 15w-50/20w-50 when its 60 F or hotter out. Even changing it at 50 F doesn't hurt as on the days you start at 50 F in the morning will surely hit 60 F or hotter.
For anything else in the winter a 10w-40/0w-40 is perfectly fine.
Remember that oil pressure spec from the factory is to maintain 40 PSI at 2000 RPM once the car and oil is at operating temperature, not just at start up.
I take all my measurements off the back of the block where my OEM oil sender used to be so this gives it time to actually expand after it leave the pump housing and provide a more accurate pressure number. The factory WIS states to test from the turbo charger oil feed at the filter housing (using a special banjo adapter) but because this is before it hits any bearings and directly after the pump I do not think it is an "ideal" location to test at.
