If you can, you may want to consider look at a 2000. That is the second year of the new body style, and from what I understand, typically by the second year they have some of the first year production bugs worked out.
I had a 2000 9-3, luckily it was a CPO (certified), had quite a few issues with it from 20k-70k. These included:
1. 1 bad wheel bearing
2. front struts
3. turbo went at 37k (yes 37k)
4. Entire ac system went.
5. pillar trim bubbled and peeled
For the car you are looking at, make sure there is no blue smoke at startup, or have someone look at the back of the car when you start it up, blue smoke means bad turbo. Another fun thing with these cars, when it is cold out, your suspension will creak like something terrible for about 15 minutes until everything is warmed up, as far as I know there is no fix for this. Nothing wrong with the car per se, just makes a god awful noise, you will think something is wrong, but it isnt.
Also, make sure you try out all the temp controls and make sure the AC is cold. My ac system had to get replaced when the AC started to get just slightly chilled. That is not a cheap fix, I think around 2k or so, same with the turbo. As I said, luckily my car was CPO, so I didnt have to worry about it.
The other thing to look at is if the antenna is stuck, I think this is an easy fix, but if you turn the radio on, make sure the antenna goes up/down.
Lastly, I did like the car, very comfy, fast enough, good for trips, sporty, just annoying with the major repairs I had to deal with. Saab is good to deal with, especially with warranty issues (in my experience).
