Flex Pipe Causing Exhaust Swing

I recently had the intermediate pipe behind the Cat replaced on the exhaust sytem by one of the discount muffler shops. A month later I start to get loud banging on the front of the car over bumps. I took my 99 9-3 (125K mi)to a Saab indy as I thought it was suspension related. He said that while one of the strut mounts had some movement, he thought the banging was from the exhaust system. He said he put a rag in the intermediate hanger and the banging went away...saying the aftermarket pipe was not letting the hanger support the system weight enough. So I took the car back to the muffler shop. They said the problem is the downtube flex pipe is allowing the exhaust system to swing too much. Considering the replacement cost (cat is integral to the pipe?), I am abit concerned on a repair investment of that nature.
Question: Could the front flex pipe be the source of the movement that causes the load clunks? Or, is the muffler shop just jerky me around? What would be the recommended next steps?
