You should be able to check the integrity of that pipe yourself. You can reach it from the front of the car. If you can get it to move without too much effort than it could very well be that piece. I, though, am a bit skeptical that it is anything other than a hanger or two. If your mechanic said it stopped with a rag at the hanger then you may only need to get some new hangers. A car your age really shouldn't have a problem with the front flex pipe unless something happened to it in its history. I just can't imagine that if it is the joint making the noise that it isn't also leaking exhaust.
I had a '96 900 with over 200 k miles on it and the original pipe was completely frayed and there was not a peep out of it.
If it is indeed the pipe, the cheapest route is to find a shop that would cut it off your current cat and weld a new one on. An independent shop should be able to do it in a heart beat. You can buy stock flex sections to drop in and they may be able to fabricate the whole front end of the cat.

They have a direct fit that would save a bundle.
But, check the hangers first. I still think your exhaust place is giving you the run around.
