I've done most of this myself.
1. Always replace your shocks and springs in pairs.
2. Don't know about boots
3. Don't live in NY
4. You shouldn't need an impact wrench. I bought a spring compressor at a chain store. I've never had a problem with it slipping but you can always wire the compressors to the springs for a minimum of safety. They were inexpensive.
You will need a 1/2" breaker bar and long pipe for the added leverage to get the axle nut off. Plus, a deep socket. Make sure you get a "black" pipe that will fit around your breaker bar. Get a good breaker bar with a lifetime warranty...just in case.
It is harder to get the spring off than it is to get the nut off. Or more accurately more sweat. Good luck.
