A non-turbo engine can't increase it's compression ratio to take advantage of the higher octane. (We're not talking about the Saab variable-compression prototype...) It can only adjust fuel/air mixture & spark timing.
With suitable programming, a turbo engine can increase boost, which (thermodynamically) is almost the same as a higher compression ratio. THAT's where the extra effiency comes from.
