I would certainly stay away from a Saab convertible that has a potential problem. Not to say these cars aren't reliable, but if he can't do the work himself and there isn't a good, reliable Saab specialist near him, I would strongly recommend not getting this car. These cars need very proper, regular maintenance, and when the top breaks, it is very expensive to fix. I've already spend over $400 getting my top to operate properly, and now need another $600 because the tonneau u-joint just shattered.
The only things that come to mind for the dash light issue would be a failing ignition switch or a bad battery connection or ground. It could take a bit of investigating to track down though.
