Inner Tie Rod/Steering Rack Play

After replacing a worn outer tie-rod end, my steering is slightly improved but still sloppy, and I have a loose feeling/rattle in my front suspension when I go over bumps (the sound was there before I replaced the tie-rod end). While tugging on my front steering and suspension components to see if anything is loose, I noticed that there is torsional play in my steering rack.
Axially, my steering rack is fine; the rack clamps are tight and I have a steering rack brace as well. But, when I grab either inner tie-rod end close to where it is screwed into the steering rack and pull up, I notice that the center of the steering rack itself rotates slightly and makes a knocking noise. I can’t get a better look at what is going on because the middle section of the steering rack is shrouded in plastic. Is this rotation/knocking sound in my steering rack normal? I don’t have another saab to compare it to. Thanks for your help this site is great!
