I live in Wisconsin so deal with a complete mix of dry, wet, snowy, hot, and cold weather. I currently drive on BF Goodrich V rated traction T/A's that are 215/50/16. These are considered performance all season tires, and provide me with ample traction in all weather conditions, with superior traction on dry pavement. The same tires are available in lesser speed ratings which, considering your driving habits, you may find worth investigating.
Concerning using different sized tires, you'll simply want to compare tire circumferences and can often find the actual rotation-per-mile number on some tire websites like tirerack.com. Larger circumference would result in a lower speedometer reading, but in most cases the difference is nominal. I've been pulled over and told I was being ticketed for the same speed my speedometer reported.
