While the idea of less head on the pump lowering the output pressure is plausible, it does not seem likely. A failing pump that's bad enough to create any type of starting issue would struggle to maintain the fuel demands of the engine under load. Some things I would consider if I were in your shoes: a coincidental circumstance that you only notice it when the fuel level is lower, a dirty fuel pickup screen, low quality fuel, residual moisture in the fuel tank, a failing check valve on the return line, or maybe it's just time for a tune-up. If my car was doing this I would check/clean/gap or replace the spark plugs with new NGK copper plugs, add a bottle of fuel system cleaner with a full fresh tank from a different fuel station, and take the car out on the highway for an hour or so. If the problem persisted after this, I would then consider checking the fuel pressure and using the fuel pressure gauge to make sure the pressure stays up after the fuel pump is turned off to address the possibility of a failing check valve.
