I have found this problem can be caused by several things.
Usually it is a high-mileage thing, but it could also be related to age.
1.Check the inner tie rod bushings. Jack up the car, and wiggle the tire in and out, while holding it at the 3 and 9'o clock position. There should be no play. If there is any, replace the inner tie rod. I have found one side bad and not the other.
2.Rack mount bushings. Wiggle the tires, as above, and make sure the rack is not moving.
3.Excess play in rack (unlikely at low miles)
4. Worn inner drivers (the Rzeppa joint at the transmission for the axle shafts) will cause this also. Varies with acceleration and coast.
