Entire strut vs. just assembly? Confused!

Sorry in advance for not knowing my stuff here...but I have a diagnosis from 2 different mechanics, and I don't know if they're telling me different things. Any help would be appreciated!
So, the problem that took me to the shop was a loud rattle/jangle in the left front end. Mechanic #1 says the collar on the strut insert is broken, and the only way to replace it is to replace the whole front strut. Mechanic #2 says the strut assembly is broken, and I can do a replacement for either the assembly only or for the entire strut.
My question is: are both of these folks telling me the same thing?
Mechanic #1 quoted me $750 for the new front struts, and Mechanic #2 quoted me $1200 for the struts + exterior assemblies. But Mechanic #2 said he could also take a used assembly from a low-mileage car and do the job for $710.
I simply do not understand the difference between these two proposals. Please help!
