I did this job a few months ago.
The struts (aka shock absorbers), fit inside the steering knuckles (aka stut assemblies). Once the struts are inserted in the strut assembly, the struts are held in place inside the strut assembly by means of a big nut (collar) with a hole in the middle, where the piston for the strut sticks out through this hole upward towards the sky. (The suspension spring then "wraps" around the strut piston).
If the strut collar holding the strut inside the strut assembly is rusted in place and/or the strut assembly is badly rusted, the whole assembly will need to be replaced. It all depends on the depth of the rust of the strut assembly where the collar screws into the strut assembly. Trying to remove the collar may sheer the strut assembly (hence the replacement of the whole thing).
If the first mechanic says only the struts need replacing, then good on him. I'd check to see how badly rusted the strut assemblies are.
The steering knuckles (strut assemblies) cost about $400 a piece, but are worth changing if the rust is bad enough.
