You can usually tell if a pulley is failing by looking at it and/or listening to it, but they can fail without warning too. It's generally recommended to replace the belt and pulleys at certain mileage intervals. I think I try to change mine around every 60k or so miles. Belt/idler pulley job is pretty cheap...maybe it was your tensioner that went out? Bit more pricey there.
I don't think it makes sense to give up on the car. Everything you mentioned there is pretty much maintenance (maybe not the radiator, but they don't last forever). Just be a little more diligent about maintenance and your car will last for a long time. For the record, my 9k is 15 years old w/200k miles and my 9-3 'vert is 9 years old with 115k miles...never really had a major problem with either.
