Remove/Re-install Inner Tie rods? (outer too)

Quick background: Went in for an alignment, tech says that he couldn't get the adjusters to move. Meanwhile, I check afterwards and I find play in an OUTER tie rod that he didn't mention... so his qualifications are suspect.
Questions:
1. If the adjusters are really stuck (I will try some methods to free them first) and I need to replace the inner tie rods or just remove them and put them in a vise to get the leverage I need to free the adjusters, is this the right procedure:
a. Disconnect the outer tie rods
b. Pry off the Tie Rod Bolt holder/lock plate.
c. Unscrew the bolts
d. all done?
Is it that simple? Is there more to it than that? Any hints or tips?
2. If I grab an inner tie rod (either one) and pull it up and down, I can see some movement in the tie rods. That is, both inner rods can be moved up and down a little bit as a unit. I don't think there is play in the "ends", but they seem to move in the rack area a little bit. Is that normal? Or should the rack mount be immovable?
3. What's the torque spec for the inner tie rod end bolts to the rack, and for the tie rod end to the fitting on the strut? The terminology in the Haynes manual is imprecise.
4. Since the inner tie rods take a lock plate that will only allow certain positions on the bolts, are you allowed to back them off a little to get them to line up? It seems like an odd arrangement for a torqued bolt.
Thanks,
