Mine were stuck pretty bad. Used PB Blaster for several days but didn't help. Then took out the screw on the side and put it in the other way, slowly tightened it, which pushed the tie rod end apart so I could screw it off.
If you can move the inners, the bushings are likely shot.
From what I remember, it is that simple to take them off. And I think the thicker plate just slips over the bolt heads and the thinner plate, which locks them, is just hammered in place so it doesn't matter how the bolt is positioned. And remember where the washer goes.
Tie rod end: 44 ft lb
Clamp bolts: 16 ft lb
Track rod to steering gear: 69 ft lb
