I also have a 99' 9-3 with the manual A/C controls. My understanding is that the heater control box located inside the dash binds due to a lack of lubracation and/or the wrong oil being used in the first place(?). The binding heater controls seem to only really effect the early 9-3's. I purchased a new panel on Ebay from a 97' 900 for only $50.00. I also purchased some extra knobs from TheSaabSite. The installation was pretty easy. My knobs are still hard to turn and you need to be conscious when turning them or the knobs will break off and the shaft will strip. Though I have never asked my mechanic the cost to replace the heaterbox I have heard it is quite costly so I have chosen to live with it. Plus here in FL my temp control doesn't move from the cold setting alot. A ACC (automatic climate control) panel will not in a 9-3 with manual controls. If you seach the archives I believe that you will find some good post with more info on the manual A/C units and their common issues. Good luck
