The housings can be rotated on the center section as needed from application to application. Usually, when you buy a turbo from the car manufacturer, it is set up with the housings "clocked" for that application. If you get a turbo from a third party this may or may not be the case.
It's a very simple process to unclamp the housing (either one nut on a band, or 5 to 7 bolts. Just loosen them a bit till the housing moves) and rotate it so the turbine inlet, compressor outlet, oil and water lines all line up to a particular application. This still may not mean it will fit, depending on what other accomodations had been made...
"T25" or whatever only refers to a family of turbochargers. A particular model in that family would be tailored to a specific size motor, the expected boost output, air flow expected, etc. These can be manifested in different turbine or compressor wheels, and housings. The different numbers would lead me to think they are somewhat differently specced, but exactly what it means, I'm not sure.
