Oil heaters are definitely much better than coolant heaters and are usually used on trucks and other big equipment. they are usually magnetic and attach to the oil pan.
As for our block heater, the Canadian version is fine. They work well and hardly ever fail. I usually plug my car in for an hour to 3 hours on the super cold days like this week (-30C = -22F). It's surprising how well the little heater heats up the engine and more so, how fast the engine reaches operating temp when driving.
The SAAB heater that you show is actually not a heater. It's a brilliant device which I had tried to source for a fleet here in Canada but could not be found. It's to be used by fleet owners who's cars/trucks make frequent stops (think municipal pick-ups, police cars, couriers, etc.) and the way it works, rather than idling your car when stopped to keep it warm, this little pump circulates the hot coolant and keeps the heater fan going to keep the cabin warm. Of course, there probably is a point when the coolant becomes cold and this doesn't work any more but I still think it's a smart environmental friendly solution way ahead of it's time. Too bad SAABs gone....
