PCV Nipple and Bushing function?

Hello, I noticed the rubber bushing (grommet part #2 on first link below) that is attached to the PCV nipple (second link below) located on the backside of engine block on 1997 900S 2.3L Automatic is slowly breaking/melting off, i.e., I noticed it was coming out and when I tried to push the bushing back into engine it wouldn't stay on well and it is easy to pry off. I also noticed the rubber hose (around 1/2" diameter) attached to other side of PCV nipple is soft which suggests expansion and on the other branch of PCV nipple there is a short (around 6" length) small hose (5/32" dia) that is plugged up with a bolt and washer. My questions are:
1. Is there a function for the rubber bushing and PCV nipple?
2. Must I replace the rubber bushing? And if I don't?
3. Where does the 1/2" diameter hose lead to?
4. Why is the 5/32" diameter hose plugged up--what is its function?
