At first I wasn't so sure if your questions were serious but decided to answer as best I can:
1. The rubber grommet is there to make an airtight seal between the cam cover and the nipple. The nipple is there so that a hose can be attached to it. The purpose of a PCV system is to prevent fumes (normally blow by unburnt fuel) from entering the atmosphere. It also serves as a means of removing moisture from the oil....very important in our cars to prevent the formation of sludge.
2. You don't have to do anything but the bushing (and the rest of the PCV system) will keep your engine running properly and healthy.
3. It's hard to tell where your 1/2 hose runs as it will be dependant on the version of PCV update you have and here I'm unsure about your car as I have a 2002. There are 6 but judging by your screw in the smaller hose you are not up to date. Eventually the 1/2 hose leads to a catch can at the rear of the engine and back to the sump to recirculate condensed oil vapours.
4. Why is the small hose plugged? Who knows but more than likely someone was too cheap or lazy to replace the small one way into which it goes. I believe this hose routes moisture into the throttle body so it can be burned off. Here's a link to what that valve looks like:

I'm not sure how much damage, if any you'll do to your car running it the way it is but mother nature won't be happy with you for dumping all those gases into the air....
