Ok, so the solenoid circuit seems to be iffy.
Since you have found the wire at the starter, try in a safe way to jump power from battery cable lug at starter straight over to solenoid lug.
This can be done using a short screw screwdriver to bridge with but you have to be careful. If you touch the screwdriver to ground you will create firework and might burn your fingers.
If the starter is still not kicking engine over, you might have a seized engine. Also check that your ground cable is good between battery and transmission.
You can also check for the same flickering voltage at fuse 36 in dash panel and at Maxi fuse 2 in engine compartment and see if both or one of them creates the same 4-9 Volt when trying to crank over.
