I'm curious if perhaps you have some slack between a crooked pad and rotor somewhere, which has to be made up before the pedal is firm. Also ensure the caliper can slide in/out smoothly, as it basically should float over the rotor. Also, if your rotors are in good shape, maybe have them turned once and install new pads.
