It gets good milage because it is a turbo!
You might want to compare to other vehicles on the market, unless this is a sweet deal. The issue is the front suspension. That unit might have one of the early suspension designs which has the front sway bar attached to the radius arm instead of the lower control arm. You can determine this by looking under the car without jacking it up. If the suspension is the later issue, then perhaps this is a good vehicle to invest in.
The KM's are very low! So the paint and glass chips are probably exceptionally minor. Do you know the lubrication history on this vehicle? You might see a minor oil leak at the bell housing on this unit.
Can't help with the price. But with low miles, I would expect that you would be paying top range for this model year.
Check that the antenna runs properly, seat heaters, test AC, SID display, make sure that you get both remotes, and the radio code and owners manual. Does it run smooth at 100km/h? Bent wheels are an issue. Original tires? You might also want to find out if you can get a used vehicle warrantee.
A safety check should detect brake problems. The inboard rear pads can get rust bound into the caliper slots.
