No, I have not checked the voltage, that could be a good lead, though.
IIRC, when I unplugged the IAC, the idle went high, to ~1800 and stayed there. The car almost died when I plugged it back in. I earned a rebuke from my service manager for unplugging something while it was energized. What can I say, I'm a _mechanical_ engineer?
Last fall the high idle was tending more toward the 2500 range, so I dismissed the disconnected IAC's 1800 rpm.
It is sounding like a bad connection or wiring problem to the IAC could be the culprit. The problem is that this seems to rarely occur while the car is stationary, unless it happens on start up. There have been ~6 times where it's been acting up as I drove along, for 5-10 minutes even, but as soon as I pulled over and got out to go pinch hoses, the idle returned to normal.
Of course, some other sensor and/or associated wiring that the ECU uses to control the IAC could be flaky as well. I suspect I wouldn't find that until the part actually died.
