Handling Upgrade for NG900

The handling feels a little sloppy on my 1997 900 SET Conv when compared to my S Reg BMW 323i. I appreciate that its a little unfair to compare the handling of the two cars, but I would like a more sporty feel to my 900.
What to do.... Would upgrading the shockers to Koni give the improvement I am looking for, or stiffer springs ???
What are the experiences of others ?
If I were to look at a sereis of upgrades, what order should I do things in to obtain maximum performace/cost.
