Bad turbo? Hard cold starts? Help (long)

I already checked the APC and everythings OK. Now the problem that I'm having with the car is that it has a hard cold start and the turbo only reaches the base of the yellow on the boost gauge. Sometime the car will reach higher boost but it does not come on smooth like stock. The boost will come on all at once. It feels very weird almost like an incredible long turbo lag. I have just replaced the wastgate also. I have an appointment tommorrow to check out the turbo but could anything be causing this problem that I may be able to check for myself?
As for the hard starting problem. It only happens when the car is cold. If I start the car in the morning it's fine all day but at the end of a bussiness day the car agian is hard to start. I thought it might be my temp sensors but I just changed them as well.
I also have a really off the wall theory. I think that the turbo wastegate maybe sticking or I have a bad turbine. I also think the cold starting is related to the turbo in somehow it is not letting enough air into the car on cold starts but once the car is heated up the oil in the turbo viscosity lowers allowing for the turbine to spin more freely thus allowing for a easier turning turbo which allows for the air to enter the engine. Now you all know I'm reaching here but I said it was just a theory.
Any suggestions or past problem like this one.
