I just got a set of pads (front/back) for $89 all around (PBR Metal Masters) to put in myself. My last brake job, I paid a chain (Monro) $275 for the whole thing. Chains are hit and miss, this particular Monro has some good people. They also used Metal Masters. Saab OEM pads/labor is a bit pricier.
The brakes can last quite awhile. My car's originals went 85,000 miles, and it's taken a good 55,000 more of hard stopping and NYC stop-and-go to soften the fronts. The rears are easily still 70%, I should have checked before I bought the replacements!
As for the shocks, they do wear out, and the upper strut mounts before 97 had a weaker design that got sloppy and noisy. Might have someone check them out, plus the normal stuff that goes for any make: tie rods, ball joints, alignment, subframe bolts.
