The valve is hooting because it is not closed. It is not designed to be tightly closed under the conditions that you describe. The partial manifold vacuum is letting the valve seat only lightly and the valve vibrates.
Your vacuum line is probably not at fault, but my vacuum line to the bypass valve was very deteriorated at 100000 miles and I replaced it.
If your vacuum line was busted, then the valve would probably not make any sounds under the conditions that you specify. It would have substantial force on the valve seat just from the spring force, as there would be no manifold vacuum uloading it.
The person that you spoke to clearly does not understand the issue. He is fixated with the valve being held closed by manifold pressure under boost. You clearly are not describing on boost conditions.
The 25mm TurboXS bypass valve does eliminate the tooting and honking. When you mount it, its host barb will be up near the radiator top shroud. You will have to cut about 3/4" off of the 1" hose that couples it to the aluminum pipe.
I installed the TurboXS bypass to eliminate bypass valve honking and it does that.
