From what you describe, I believe the ABS worked. You may not get any sensation through the brake pedal. I disagree with the mininmum speed quoted for ABS to work - I have provoked the ABS to work at about 5mph on an icy side street near home. That said, I have also sailed through an intersection in Brooklyn, NY when I had to brake suddenly on a road well iced after a heavy snowstorm. The ABS worked but the tires still skidded as there was little friction with the road surface. One thing you need to understand about ABS, It measures the relative speed of all wheels - it does NOT measure frictional grip on the pavement but tries to infer the friction. If it detects (rotational) speed differences, it turns on the ABS. Problem is 3 wheels may be locked up, skidding and the fourth wheel barely rotating & that may fool the ABS computer to do nothing. As the other post said, the ABS has to turn off for the car to be stationary. A car skidding with all four wheels locked would look the same to the ABS computer as a car stopped at the traffic light on a dry road.
In sum, ABS helps but it will not save you in all situations. SOmetimes, you have to pump the brakes rather than rely on the ABS. And you have to recognize the frictional limits of your tires. I say that only because I thought I had good tires with plenty of tread but found out they have lousy behavior on ice or wet white paint markings.
