I like the hub damage thoughts that folks have expressed. Remove the front wheels and in neutral, rotate the hubs by hand and see if you can feel any uneveness as it moves.
Any pulsation when braking?
With wheels mounted, rotate and measure lateral wheel runout. If the hub is distorted, then a likely problem would be lateral runout. If you have the wheels in balance and the wheels are true, then a distorted hub would create the problems that you are experiencing. Given that the impact was able to break off part of the wheel, I don't know why one might assume that the hub was not damaged. You can check for the wheel runout in your driveway by jacking up until the wheel just clears the pavement. The rig something up to find the high spot in the lateral direction. Then rotate to get the maximun gap and measure it some how.
Use your new wheels. If you find a bad situation. Then mount that wheel on the rear axle and confirm that the runout is not seen there. That eliminates the wheel as the cause. The dealer might have a better method of checking hub runout.
