Double clutching on upshifts (see Dave Westlake's explanation of old crash boxes) is why synchronizers were invented. Its minimal value in my opinion is way offset by wear and tear on your clutch, cable/slave cylinder etc. Fun to do every once in a while nonetheless, but I don't make a habit of it, because it's useless.
I can't figure why you'd ever want to do it on downshifts. What you might want to do, is master downshifting without a clutch at all. On a regular basis, doing this will tear up your synchros, even though it might feel like you are doing a good job, so you might want to practice on a friends car. However, nothing beats shifting gears without a clutch when you break a cable or burn a clutch say in the south Bronx, or downtown Camden, NJ. Then, it's the most elegant of solutions.
