My Saab dealer in Halifax charges $68 CAD, that's around $45 USD. I've only gone there once because that's extremely high for the maritimes. I think that the maritimes is a world apart from the rest of North America when it comes to labor costs. Our slow economy keeps costs down. Minimum wage is still below $6 CAD, or less than $4 USD. But the cost of living is fairly cheap so it all evens out in the end.
