There are power steering fluids that claim to reduce such noises. Must be an issue with some valving or pressure relief gear. So a fluid change is small beans if if works, and small beans if it does not.
To remove fluid, remove the return hose and place over a container. Run the engine, turn the steering slowly from lock to lock until no more fluid is delivered. Do not run the engine after that as the pump is dry and will overheat.
Refit the hose, add new fluid and turn from lock to lock as above until no bubbles are seen. Check level and top up after engine is cool, or whatever your owners manual says that might contradict Haynes. Add as much fluid as you can before running the engine and PS pump.
The reservoir might have a dead sump area below its hose fitting that could need cleaning out to remove sediment and fluid.
Noises indicate remaining air in the system.
I would do the above with the wheels jacked up off the ground. An assistant seems like a must have.
Check owners manual for PS system capacity to buy new fluid. Capacities vary from .75 liters to 1.0
What fluid to get? Always a good question. See your owners manual. Later 9-3's use Pentosin?(sp).
