Since you live in Western Pa and regularly travel to Buffalo, it is a no-brainer. Snow tires are the second best investment of capital you can make in keeping the Saab in one piece! The amount of grip in crappy conditions is far greater than any tire I have owned before. BTW,the best investment is some driving lessons (winter or summer performance based not lessons like driver's ed in high school) for the maniac behind the wheel, but I digress.

As for getting the steels wheels, I would for a couple of reasons.
1. cost: the wheels cost less than $40. It will cost you that much to have the tires mounted and removed off the stock wheels for one season. So... you have paid for the steel wheels after only one season. You could get aftermarket alloy wheels and use them or the old wheels as the winter wheels. But that is rather expensive. PLus the wheel covers look pretty good, IMO.

2.Ease: just jack up the car and put the new wheels on when it is getting close to snow season. One recomendation: put a healthy coat of anti-seize on the flat surface of the brake disc as well as the lug bolts. Why: do to the salt and stuff, I got a healthy amount of corrosion and such between the steel wheels and the brake disc surface that is in contact with the wheel. It was challanging to remove the wjeel come spring. Plus it took a bit of elbow grease and some sandpaper/emory cloth to remove the buildup before putting the summer tires on.

Finally as a vote for summer tires. I went to Breckenridge last summer on vacation. I saw many Saabs while I was in the mountains, very encouraging. All of the local cars had snow tires on, and it was the first week in August!!!
