If I were you I'd get the snows. I live in Buffalo and will be commuting to Rochester this winter (yuk). I've got personal experience with the Blizzaks and Nokian Hakka 1 on my prior Volvo V70 and Miata (yes, I ran the Miata as a 4-season car in Buffalo!). The Blizzaks are great on ICE and so-so on snow, although better than an all-season tire. The Hakkas are awesome on snow and as good/bad on ice as any all-season tire. Blizzaks wear very quickly (2-3 seasons max, depending on mileage), the Hakkas wore better. My brother-in-law has a 900 Convertible and rolled it last winter because he didn't have snows and slid off the side of the road - a great testament to the car is that the top didn't even need to be replaced, just some basic suspension and sheetmetal repairs. I purchased Michelin Artic Alpins for this winter for my in-laws' Volvo 850; it's been Consumer Reports' favorite for years. Supposed to be comparable traction to the Blizzak on ice, better snow bite and better life. I like Tire Rack but they must make a mint on the Blizzaks the way that they push them over other tires. I was also able to buy the Artic Alpins cheaper locally (BJ's Wholesale) than from TR.
I'm with the others as to steels for the winter (unless you can get a cheap set of used alloys) - they pay for themselves with the first changeover.

Overall you need to decide what's more important - ice traction, snow traction, long life, price, then make a decision. I'd definitely get some snows though - not only do they make you safer in winter but they save mileage on your summer tires.
