1997 900se 2door

I a set of stock 16inch rims that are sitting in my garage. all four of them need new winter tires and two of the rims have a noticeable bend on the outside of the rim. I just recently got the car and have never used these rims, but my guess is that it will be a rather harsh ride with them even balanced. My question is, should I try to get them refinished and still buy new tires, or should I go to tirerack.com and order a whole new winter package? The have some packages for cheap prices. I just don't know if refinishing the old ones will make them even weaker. Also should I get all season tires or winter tires? I live in massachusetts (more sloppy raods than snowy ones)Thanks
