The Saab oil drain plug steel is designed to be soft. The small head is there the help limit the amount of torque that can be applied to the drain plug. If the drain plug is used properly (6-pt 13mm socket, torqued to 22 lb-ft, new copper washer used) it does its job very well.
The drain plug head is actually supposed to deform/strip if the drain plug is over torqued. Better to need to replace the drain plug than need to replace a stripped or a cracked aluminum oil pan.
