Dead turbo? Help!

Can anyone offer advice on this?
About a week ago, my 900 SE Turbo Convertible started running really sluggishly; no power from a dead stop, or on accelleration. And then I noticed that the Turbo/APC guage wasn't showing any turbo activity.
Is my Turbo blown? Or could it simply be a disconnected hose/wire something less expensive?
Assuming worst case, what will it cost to have the Turbo replaced? Does one always use a new turbo for this, or can it be fixed, or should/can one buy a rebuilt turbo in this instance?
