This is not normal. Probably fuel related. Most likely a poor signal from the O2 sensor. A new one (Bosch says replace every 40K!) should restore your mileage...it has worked on my previous aging Saabs with the same problem.
As far as cranking up, the O2 sensor does not function until the car warms a bit, so maybe you have a bad coolant temp sensor?
Are you up to speed with your every 30K Saab "Major Service"? If not, you should get this online.
Really the best thing to do to avoid "diagnosis by exclusion" would be to get the car to a dealer or Saab experienced Independent and have them pull the fault codes from the computer and run some engine analyzer tests to detect your fault.
The long start is probably not fuel pump related. A bad fuel pump check valve will cause long HOT starts, but usually not when cold. Possibly a weak DI cassette? More likely an invalid signal from the coolant temp sensor. Just some ideas.
Start with the simple.
