This is likely not much solace for my fellow Canadians but I've also gone through this for years and found a cheap solution that only works for those who travel to the US alot as I do.
Since I buy parts for my wifes Corvette (currently being fully restored) I had been having parts shipped from the US over 15 years. The brokerage fee's, duty and exchange would always EASILLY double the cost. When I started travelling to the US I simply started having parts shipped to my hotel room. All the hassles were gone. No hold ups at the shiping depots, no broker, no UPS. As a matter of fact even when I ship throughout the US, wether it's parts, books ... I don't know anyone using UPS; they all use FEDEX.
Well that's my 2 cents, but for the record it's great because alot of people who do ebusiness don't even charge for the shipping or or may be just a few dollars. Just make certain to have the part arrive a couple days before you get there; tell the hotel to expect the part and tell the company you are buying from to NOT ship if the parts are back-ordered (since you won't be there in a couple day).
