There could be a number of things responsible for this.
plugs, use on ngk bcpr6es11's gapped to .039
injectors clean
use good ho-octane fuel
check the vac lines from the turbo to the BPC valve
check vac line from throttle body to the manifold absolute pressure (MAP) sensor bolted up to the bottom of the RH black shoct tower brace tube.
if all of these are ok, check for a blown off turbo pipe sleeve and clamps
remove the hose from the wastegate actuator that goes to the BPC valve. Remove it from the BPC valve and be sure that it can't flop down to the exhaust manifold and burn. Now drive with gentle throttle action and watch and feel the boost. The boost pressure may climb very fast. Avoid heavy throttle and try it in 3rd if conditions allow. If you get lots of boost, this proves that the system has the ability to generate boost and that there are no leaks that prevent boost. If you get boost, then the BPC valve may be bad. If you don't get boost, then the turbo or igniton or fuel delivery is not right. If you hear any knocking during the test run, get off the throttle imediately and reconnect the hose at the BPC valve.
If the BPC is bad yoi can get a MBC for $35 and set it to moderate boost pressures. If you do some work to get low restriction intake and exhaust then you could set up the MBC for more power as well.
How many miles do you have?
The fuel filter is good for more than 100000 miles usually.
A worn pump or restrictive filter will usually show up as the inabilty to meet a given power demand, IE the vehicle will not go over 80mph etc. So this could be a cause. If so, knocking during your test run could occur with the lean mixture.
