There is ANOTHER switch a little further up the brake pedal that controls the brake lights. The lower switch is actually for the cruise control.
Remove the switches and test them with a multimeter and fix them, or just replace em since they're only $10 or so. It's important for your brake lights to come on dontcha think? ;-)
